CSAP Bills Move On

HB1186 passed in the Senate severely amended 4-3.

The bill maintains the -.05 penalty for each student who does not test, but School Accountability Reports (SAR) will also have to show what the "actual" scoring is without the penalties for non test takers.

Senator Windels would not have been able to get the bill out of committee without this compromise. While the statute will still unfairly penalize the schools when a child is sick, absent, or for purposes of misadministration or refusal, the reasons for artificially deflated test scores will be made obvious to the community.

HB1357 passed in the House 7-6.

40 people testified with 35 parents and teachers testified in support of Solano's bill.

"HB 1357 would eliminate the writing exam, along with all exams for ninth- and 10th-graders, the highest grades in which the test now occurs…Juniors would continue to take the ACT test, a college entrance exam. The bill passed..after testimony by parents and teachers who said children spend too much time taking tests." Read more in this Rocky Mountain News article
